INDIA (KMPH) -

The lights are gradually coming back on in India after the second massive blackout in two days.

Stalled commuter trains shut down New Delhi, the capital, and much of northern India.

Shops went dark and normally heavy, big-city traffic got much worse.

More than 600 million people were affected in 20 of the nation's 28 states. That's double the population of the United States.
