Arrests Made In Deadly Highway 99 Hit-And-Run At Construction Site

FRESNO, Calif. (KMPH) -

Two people are in custody in connection with Wednesday morning's hit-and-run accident on Highway 99 in Fresno that killed 24-year-old Regan Johnson, a construction worker.

Officers say Johnson had been arranging reflective cones on Highway 99 near Clinton just after 2 a.m. when a Nissan drove into the construction zone to pass other cars slowing down for the cone zone.

The Nissan hit Johnson, then drove away.

Johnson died as a result of her injuries.

Officers put out a plea for the public to be on the lookout for a late-model Nissan, with substantial damage to the front end and a shattered windshield.

More than seven hours later, an alert citizen tipped officers to the Arbor Ridge Apartments on Ashlan, three miles from the scene of the accident.

They found the car in a parking spot, hidden under a car cover. The dashboard Vehicle Identification Number (VIN) was blocked.

Officers interviewed two people at the complex. The CHP identified them as 26-year-old Alyssa Marie Villanueva and 40-year-old Antonio Rios Jr.

Minutes later, both were cuffed and taken away for questioning. They were later booked into the Fresno County Jail.

The car was loaded onto a tow truck and taken to CHP headquarters for a forensic inspection.

Police say Alyssa Villanueva faces a variety of charges including murder, hit and run, driving under the influence and driving with a suspended license.

Police say Antonio Rios was arrested for interfering with the investigation.

A candle light vigil will be held Thursday night at 8 p.m. at Kingsburg Memorial Park.
